Malaysia – Budget 2022
On 29 October 2021, the Ministry of Finance (MOF) unveiled its Budget 2022. Please find highlighted the proposed amendments that relate to customs and international trade.
Japan – lesson learnt from custom audits
On 10 November 2021, Japan Customs released its annual report on customs audits. The report covered customs audits on 715 importers conducted from July 2020 to June 2021.
Netherlands – VAT treatment of Advance Therapy Medicinal Products
The Dutch tax authorities informed HollandBio (the interest group of biotech companies in the Netherlands) about the Dutch VAT treatment of Advanced Therapy Medicinal Products (ATMPs), such as cell and gene therapy and tissue engineered products. According to the Dutch tax authorities, Advanced Therapy Medicinal Products (ATMPs) qualify as medicines, which means that these products are subject to the reduced Dutch VAT rate of 9%. This is in line with European regulations, where ATMPs are regarded as medical products.
Italy – e-invoicing changes as per 1.1.2022
Changes to the mandatory business-to-business (B2B) electronic invoicing (“e-invoicing”) rules for transactions carried out with foreign business partners (i.e., taxpayers that are not resident or established in Italy and that do not have an Italian VAT number) will be effective as from 1 January 2022. Thus, Esterometro will be abolished and, consequently, all cross-border invoices (export, import, intra-community, etc.) will have to be sent to SDI on a transactional basis (i.e. the scope of mandatory e-invoicing will be extended).
Romania – new reporting obligation („SAF-T”).
A new reporting obligation will be implemented in Romania as of 2022 (i.e. the Standard Audit File for Tax („SAF-T”)). The obligation will arise for large taxpayers as of January 2022. In this respect, taxpayers should have the ERP ready for the SAF-T reporting in terms of ensuring the existence of the mandatory elements to be reported on the format requested by the tax authority as well as insert the potential missing data.

The story of Stella – The Mystery
Stella has 13-year-old identical twins. For a long time it was not easy to tell the boys apart. It was only recently that it became obvious from their appearance and the way they dress that although they look almost identical, their characters are very different. Stella is married to David and he is a scientist who fulfils all the stereotypes of scientists. On top of that, David is mildly autistic. If he hadn’t had Stella, he would probably have starved to death. When he is researching, he forgets the whole world around him and hunger as a feeling disappears by itself after a few hours.
Die Geschichte von Stella – Das Mysterium
Stella hat 13-jährige eineiige Zwillinge. Es war eine lange Zeit nicht einfach die Jungs auseinander zu halten. Erst vor kurzem wurde anhand von ihrem Äusseren und der Art wie sie sich kleiden offensichtlich, dass obwohl sie optisch fast identisch aussehen, die Charakteren sehr unterschiedlich sind. Stella ist mit David verheiratet und er ist ein Wissenschaftler, der alle Stereotypen der Wissenschaftler erfüllt. Dazu noch ist David ein leichter Autist. Hätte er Stella nicht gehabt, wäre er wahrscheinlich verhungert. Wenn er forscht vergiss er nämlich die ganze Welt um sich und Hunger als Gefühl verschwindet von selbst nach ein paar Stunden.
An organised crime
In times of Corona, the little things of the past have become the big desires of the present. I don’t dream of visiting the Great Wall of China, but of being able to sit in a caffè and drink a latte macchiato. The fact that I can drink the same latte macchiato at home doesn’t diminish the longing one bit. On the contrary, it makes it grow every day. I try to remember the last time I ate out and realise that it was last year. The desires become smaller but their fulfilment more difficult, or even almost hopeless.
Ein organisiertes Verbrechen
In Zeiten von Corona sind die kleinen Dinge der Vergangenheit zu den grossen Sehnsüchten der Gegenwart geworden. Ich träume nicht davon die Chinesische Mauer zu besuchen, sondern davon in einem Caffè sitzen zu können und eine Latte Macchiato zu trinken. Die Tatsache, dass ich zu Hause den gleichen Latte Macchiato trinken kann, mindert die Sehnsucht kein bisschen. Im Gegenteil, sie wächst dadurch jeden Tag. Ich versuche mich zu erinnern wann ich das letzte Mal etwas auswärts gegessen habe und stelle fest, dass das noch letztes Jahr war. Die Wünsche werden kleiner aber ihre Erfüllung schwieriger, oder sogar fast aussichtlos.
