Trend of customs intensive investigation on royalty payments

On 28 March 2016, the General Administration of Customs issued the “Notice on Amendments to Import and Export Customs Declaration Form Filling Specification”, GAC Order No. 20 [2016], which came into force from 30 March 2016. With the new customs declaration requirements released, importers are required to declare whether any royalty payment is applicable with overseas. Recently, we also identify Customs is implementing self-disclosure programs within corresponding jurisdiction region, requesting companies to conduct a self screening of any royalty payments and report to Customs proactively. Customs may be aiming to assess any royalty payment is related to imported goods and analyze if such payments are dutiable for customs duty or not. We launch this webcast, aiming to share and discuss some salient points, customs implications and PwC’s interpretation in relation to the policies, case sharing as well as some common issues companies may encounter.

The webcast will be led by our experts from Worldtrade Management Service team. Interactive Q&A will take place during and at the end of webcast. Key topics to be discussed during the webcast include:

  • Key changes (e.g. confirmation of special relationships, impairment on import prices, and royalty payments as well as other changes)
